The Law Book of the City-State of Free Arabel
These are the Laws and Ordinances of the City-State of Free Arabel. All
alterations to the Law Book must be authorized by the Queen. If the
Queen is unable to fulfill this duty due to absence or unforeseen
circumstances, a Senior Advisor may authorize the tentative alterations
of the Law Book which must be confirmed by the Queen as soon as is
reasonably possible.Criminal Affairs
The following crimes are categorised in terms of severity.Capital Crimes
Abduction: Kidnapping citizens protected by the laws of the
Free State of Arabel is a Capital Crime.
Recommended sentence: ExileArmed / Magical Assault upon Royalty or City Officials:
Armed or magical assault against a City Official, Foreign Diplomat or
individual of direct royal descent or position is considered a Capital
Crime. Note that trained unarmed fighters may be sentenced as being
armed even when not wielding weapons.
Recommended sentence: ExileAttempted Murder: If it can be proven that an assault
successful or otherwise was a premeditated attempt to have a victim
murdered then the offender can be charged with Attempted Murder.
Recommended sentence: ExileCreating Undead: The creation of beings known as ‘undead’
is a Capital Crime. Trade and use of created undead is also considered a
capital crime.
Recommended sentence: Exile or ExecutionRevised Controband Act:
Menace to Society: Repeated offenders can be brought
before a court under the charges of a Menace to Society. Offenders must
be shown to demonstrate a continuous disregard for the Free State’s
Laws with multiple offences without a conceivable sign of change.
Recommended sentence: ExileMurder: Murder of any citizen protected by the laws of the
Free State of Arabel is a Capital Crime.
Recommended sentence: ExecutionSlave Trading: Slave trading is not tolerated within the Free
State of Arabel and is a Capital Crime, this law does not apply to foreign
embassies of which reserve national sovereignty whereby their own
country’s laws are applicable.
Recommended sentence: ExecutionTorture: Torture is defined as the act of inflicting agonizing
mental or physical pain, as revenge or punishment, as a method of
getting a confession or information, or out of sheer cruelty. Any form of
torture is considered a Capital Crime.
Recommended sentence: Execution or ExileTreason: Any domestic conspiracy that is considered an
attempt to overthrow or undermine the Queen of the Free State of Arabel
is considered treason and warrants a sentence of Capital Crimes. Aiding
and abetting enemies of the State is also considered treason.
Recommended sentence: Execution or ExileSerious Crimes:
Armed / Magical Assault: The instigator of armed or magical
assault will be sentenced to Serious Crimes; in cases of self defense the
arresting officer is to apply their own judgement and common sense.
Note that trained unarmed fighters may be sentenced as being armed
even when not wielding weapons.Impersonation of Authority: Impersonating City Officials,
Peace Officials, Foreign Diplomats, Nobility and Royalty is a Serious
Crime.Arson: The intentional burning of public or private property
without consent of the appropriate authority is a Serious Crime. Consent
may not be given under duress.Blackmail: Blackmail is defined as any attempt to extort and
manipulate another’s actions through threats. This is a Serious Crime.Breaking a Binding Contract: Binding contracts are regarded
as literature containing signed signatures by two or more parties in
accord. Breaking them is regarded as a Serious Crime.Bribery: Any attempt to persuade another citizen of the Free
State of Arabel through currency or tangible asset into an illegal act is
considered bribery and is a Serious Crime.Defiling the Dead: Manipulating the dead in any form, be it
necromantic perversion, or other misuse or mistreatment is a Serious
Crime. This also covers the summoning of undead beings. The creation of
undead is a Capital Crime (see above).Drawing a Weapon on Royalty, Nobles, Foreign Diplomats or City Officials:
Drawing a weapon on a City Official, Noble, Foreign Diplomat or Royalty
in a threat to assault is considered a Serious Crime. Note threats by
trained unarmed fighters may be sentenced as being threats with a
drawn weapon even when not wielding weapons.Fencing of Stolen Property: Selling another citizen’s property
against their will is a Serious Crime.Infernalism: Summoning and/or making pacts with abbysal
or infernal beings is a Serious Crime. In cases where the above is
committed in connection with another crime of serious severity or higher,
or harm and/or risk to the Free people of Arabel can be demonstrated,
the charge is elevated to that of capital severity. Exceptional
circumstances may applyPerjury Wilfully giving false testimony to a judicial authority
is, whether directly or through testimony to a Peace Official for use in
judicial proceedings is a Serious Crime.Sacrilege: Defiling a temple or shrine and disrupting legal
religious ceremonies of recognized and endorsed religions is a Serious
Crime.Unarmed Assault on a City Official, Noble, Foreign Diplomat or Royalty:
Unarmed assaults on City Officials, Nobles, Foreign Diplomats and Royals
are considered Serious Crimes. Note that trained unarmed fighters may
be sentenced as being armed even when not wielding weapons.**Possession of Bloodstones Possession or use of bloodstones is a Serious Crime, provided the citizen has less than 2 bloodstones.
Serious Crimes may all be punished through administration of a 1000 gold fine.
Minor Crimes
Destruction of Property: Destruction or distortion of any
property, public or private, without permission by the appropriate owner
or authority is a base of Minor Crime which may be increased according
to severity and extent. Fines can be enforced in order to pay for the
damages.Reckless Endangerment: The act of bringing harm to another
in an inadvertent fashion is considered Reckless Endangerment.
Examples would be the act of fleeing from wild animals and drawing them
into the city, duelling in areas that could bring harm to bystanders and
more.Resisting Arrest: Persons who resist arrest in any fashion will
have their sentences upgraded (not to exceed Serious Crimes).Defamation of a City Official, Diplomat, Noble or Royal:
Defamation, whether verbally (slander) or in written form (libel), of a
City Official, Foreign Diplomat, Noble, or Royal is considered a crime. The
severity can range from petty to minor, depending on the degree of
defamation. Defamation is defined as untruthful statements made in the
effort to damage the reputation or livelihood of another. It does not
include insults or general gossip, (i.e. actual malice must be able to be
proved)Trespassing: Trespass on private property is illegal.
Offenders who refuse to leave on request will be arrested. ‘Request’
includes signs indicating that one should not pass and door locked for the
purpose of keeping people out.Minor Crimes may all be punished through a fine of 500 gold coins.
Petty Crimes
Disturbing a Crime Scene: The disturbing of a Crime Scene
is considered an obstruction of justice. Any such action will result in
sentence dependant on the severity of the obstruction.Disturbing the peace: The unsettling of proper order by
fighting, casting spells in public unlawfully, issuing threats of unlawful
behaviour, or otherwise behaving in a manner that creates fear or
distress in the general populace to the point of hindering regular activities
such as travel or the conducting of business is a Petty Crime, though it
may be adjusted for severity or repeat offence. This will apply to the use
of distressing Familiars except in the case of full Mage Guild member. In
most cases, a warning should be issued first and an arrest only made if
the request is ignored.Drawn Weapons: Citizens inside the city will not have
weapons drawn. A warning will be issued first. Failure to comply will
result in charge of petty crime. Exceptional circumstances, such as city
defence, waive this crime.Failure to Comply with Peace Officials, City Official’s or Royal’s Orders:
Failure to comply with any reasonable order from the
aforementioned parties is a Petty Crime. A reasonable request might
include such things as leaving a location that is needed for important
official purposes, fleeing a dangerous area, assisting in legal proceedings,
etc. Any form of servitude or order to commit an illegal or immoral
activity is not a reasonable order.Royal Respect: All citizens, noble or otherwise, are expected
to exhibit the same respect to royalty. Proper respect includes bowing
when requested and making use of proper titles. Those who refuse will be
punished accordingly. Nobles and City Officials are to be treated with
respect, but bowing is not required. Proper titles should be used as
appropriate.Theft: If proven that an item was stolen, a jail term equal to
the crime is warranted.Unarmed Assault: Non-lethal, unarmed assaults are
considered a petty crime. This applies to any brawl of fists. Note that
trained unarmed fighters may be sentenced as being armed even when
not wielding weapons.Petty Crimes may all be punished by fines of no more than 250 gold coins depending on severity.
*Exceptions are made by permit within some factions. See
faction contracts for details.
*In all documents, the decisions of the Arabel Court must be
made with consensus of two or more individuals of Herald rank or higher.
Two or more Advisors may veto the decisions of any number or Heralds
if not made in conjunction with any individual of higher rank. A Senior
Advisor may veto the decisions of any number of Heralds or Advisors if
not made in conjunction with another Senior Advisor. The Queen has the
right to make or veto any decisions of the Arabel Court.–---------------
Nobility, City Officials, and Royalty Notes:
Royalty is a term that currently applies only to Queen Lahl
but will extend to any spouse or child of the Queen as she sees fit.A Noble is defined as a person given a title by Queen Lahl.
Foreign Nobles, such as those from Cormyr, are to be treated with
respect but as travelers, not as nobles.- Retainers are permitted to draw weapons in their estate grounds. That
includes anywhere in the building, and anywhere behind their gates.
While on estate grounds, the Retainers can act as representatives of their
Lord or Lady. - Nobles are permitted to freely draw weapons in the city.
- All people granted noble titles are considered nobles.
- Nobles are not automatically City Officials, though they share some
similar rights.
City Officials include all members of the Arabel Court, all
Peace and Military Officials, all official members of the Tymoran Clergy,
and all appropriately ranking members of the factions given governance
over sectors of the city (Currently the Mage Guild, the Fivestar Trading
Company, the Red Hart, and Prophet Fharz and those he appoints in the Old
Quarter.).- City Officials are permitted to draw weapons as appropriate to their
positions. - The rights of a City Official are removed if the individual (or
organization) is removed from his or her position - Governing factions must provide and update a list of those of their
organization considers City Officials. Two or more Heralds or individuals
of higher rank within the Court may declare an individual removed from
the provided list. Such a decision may be reversed as per usual veto
procedures.
Foreign Laws:
Crimes occurring on Home Soil are to be tried by the laws of
the City-State of Free Arabel. This includes any crimes involving Foreign
Diplomats.Embassies are land granted to Foreign Diplomats. This land is
considered their country and their laws apply there. Our laws do not
apply on their land, and no arrests are to be made there without their
permission. Diplomats representing these embassies are granted
immunity for everything beneath Serious Crimes though they may at any
time be required to return to their Embassy and stay within it's grounds
for a set period of time.Revised ‘Protected Races’ act:
Authority defined:
Detailed contracts with individual factions are independent
documents from the Law Book and can be viewed on request as well as
each faction having a copy. Some authorities remain to be defined or are
further defined in other documentation.Heralds: Each Arabel Court Herald is specialized and
therefore different; they will act as judges and arbitrators. They
may speak on behalf of the Queen in diplomatic situations. They will also
be in charge of the creation and revision of the Law Book. Concerns
regarding the Laws and Ordinances of the City-State of Free Arabel
should be addressed to them individually or collectively.The Red Hart: The Lord Marshall of the Red Harts will be appointed
head of the Queen's army, as well as Military Advisor to the Queen. The
Red Hart will serve as the Queen’s direct branch of the army under him.
Their authority in legal and criminal matters extends only to preventing
murders and similar assaults and apprehending capital offenders if the
opportunity arises. They will serve as our core defence in times of war
and the heart of our vigililant guardianship in times of peace.The Mage Guild: The Mage's Guild Masterwill be appointed High Advisor to the Queen with full administrative
duties and powers within the City of Free Arabel. In addition to the
governing of the Gilded District, the Mages Guild will be involved in the
administrative organization of other governing bodies within the city. All
magical crimes and crimes within the Gilded District will be the exclusive
responsibility of the Mages Guild with the exception of Capital Crimes
which will be subject to trial and sentencing by the Arabel Court. Further
authorities, duties, and priviledges are detailed in the Mage Guild contract.Stark Wyverns: Within the Gilded District and in respect to all
magical crimes, the Stark Wyverns will have all the rights of Peace
Officials. Their authority is subject to the authorities of the Mage Guild.The Prophet Fharz: The Prophet Fharz and his chosen officials
will have administrative governance over the Old Quarter and will
moderate and arrange for accommodations for the refugees of Fangvale.**

Legal Change: Flamerule 8th, 1380
The possession of less than 5 bloodstones or bottled fairies for personal use is now legal in the Hullack Kingdom. Individuals who wish to possess more than 5 bloodstones or bottled fairies for either personal use or sale, must purchase a permit from the Sheriffs or Wizard's Guild at a cost of 1,000 gold coins.
Violations for possessing more than 5 bloodstones and/or bottled fairy without a permit is set at 1,000 gold coins per bloodstone and/or bottled fairy above the number five.

As these can be highly varied, prosecution will be considered on a case-by-case basis. This shall include possession of bottled fey. Creation of such devices may be categorized as a capital offense.

The Company of the Gear: The Company of the Gear shall be entrusted to work in tandem with the Ilmateri Shrine to protect the interests of the southeast community, acting as mediators for unrest.
The Mage Guild: In addition to the safeguarding the Gilded District, the Mages Guild will be involved in the administrative organization of other governing bodies within the city. The Mages guild will act as assistants to Peace officials in matters of crime and have the power to detain anyone breaking the law in the central district. Further authorities, duties, and privileges are detailed in the Mage Guild contract.
Stark Wyverns: Within the Guilded District Stark Wyverns will have the power to detain anyone breaking the law within Guild facilities until such a time that they can be handed over to the Sheriffs for prosecution.
Blind Varlets: Within the village of Easthaven and surrounding lands, the Blind Varlets organization have the same powers as the Sheriffs.

Revised ‘Protected Races’ act:
Henceforth no race will receive preferential treatment or exemption from Arabel’s laws within any of the Kingdom’s limits. This includes protections formerly granted under prior laws or dictates. In further revision the following races are now exclusively banned from the limits of Arabel and its holdings. Those of the decreed races will have one tenday from the enactment of the law to vacate the holdings of the Hullack Kingdom or face imprisonment, exile and potentially execution for risking the safety of the common citizen.
No one, regardless of affiliation, position, rank, title or wealth is exempt from this law. Failure to peaceably comply and be escorted from the holdings of the Kingdom will be met with equal or greater force. Elves known to associate with extremist groups, human supplication acts and other terrorist organizations.Additionally any and all lycanthropes, regardless of type, will be sentenced to death if found spreading their disease. Regardless of affiliation, position, rank, title or wealth. This is for the protection of the city and the common good as a whole.

Revised Contraband Edict:
Contraband is described as any item, substance or tools to create items or substances outlined elsewhere in the law book and may be revised at any time to include (or withdraw) entries. Common sense entries include:
Infernal artifacts, tomes, summoning reagents, items or otherworldy things sharing a strong connection with the hells or their inhabitants.
Necromantic artifacts, tomes, summoning reagents, items where it deals with raising the dead or other methods of defiling the sanctity of death. (IE items or other things used to achieve lichdom) This includes but is not limited to spell scrolls, gems, wands and other things of spells such as Create Undead and related activities. Spells not specifically relating to the creation of undead within the necromancy school are otherwise allowed.
Poisons. In any form, great or minor, for any reason are henceforth banned. All permits to carry, use or sell them are revoked.
Bloodstones. No matter how many or how few are banned.
One may be in possession of such items only long enough to turn them in to the Sheriffs of Arabel. All previously allowed liberties given to other entities are hereby revoked, universally. No one, regardless of affiliation, position, rank, title or wealth will be exempt from these laws. Any permits formerly issued by any entity within the Hullack Kingdom are revoked, effective immediately. The Arabel Sheriffs will be handling all such things in the future for the protection of the city as a whole and the security of the common good.
Sentencing for carrying the offending items:
Infernal:
Minor (A single item or otherwise minor offense): Upon determined guilt, the guilty is taken to a temple of the arresting Sheriff’s choosing and made to kneel before the altar or altars of the temple and forced to recant their actions. Loudly. In the name of the god the temple is sanctioned to.
Moderate (Multiple items or second offenses): As above with the addition of having their crimes made public knowledge through sending and temple representatives (if available). One half of the offender’s coin given to the temple in which the offending Sherif has taken the offender. Exile from the city for one day. ((RL))
Severe (Full knowledge of multiple items, many offenses and/or verifiably having sold one’s soul): Taken to the nearest temple and (if a church representative is available) made to submit to the authority of servants of the gods in plain view of everyone. If no such representative is available, death by drowning as representative of the sanctity of life and death. Where as burning at the sacrificial pyre allows the soul to be cleansed of its sins, the offender will be have their soul confined to the husk that it inhabits for eternity.
Necromantic:
Minor (A single item or otherwise minor offense): Upon determined guilt, the offender is sentenced to cleaning the local crypt for the Tychans. If for some reason it isn’t practical, a representative of a goodly faith may also discuss a fitting punishment for the offender. A minor negative energy spell is suggested to be incorporated within the sentence.
Moderate (Multiple items or second offenses): As above. A curse (by spell) should be placed upon the offender before release. Exile from the city for one day. ((RL)) Additionally, one half of their current coin donated to the less fortunate as a method of promoting the sanctity and well being of life.
Severe (Full knowledge of multiple items, many offenses, history of creation, etc.): Removal of hands by negative energy. Publicly walked to the grave yard with a sign reading ‘I hate life’, their crimes read aloud and execution followed by a burning of the corpse. The ashes given to farmers to help fertilize the soil.
Poisons:
Minor (A single item or otherwise minor offense): Upon determined guilt depending on grade of poison (high or low, lethal or not), a 50 to 5000 coin fine. The poison destroyed.
Moderate (Multiple items or second offenses): Consumption of any and all poisons found on the person by the offender. Made to perform a task for the city for the antidote. Half of the offender’s coin given to Ilmater’s temple (preferably by the offender) or a healer of good character.
Severe (Full knowledge of multiple items, many offenses, history of creation, use, sale, etc.): Consumption of any and all poisons and drowned in the sewage lake below the city. Or exiled to the deepest depths of the Underdark. All coin donated to those in need.
Bloodstones:
Minor (A single item or otherwise minor offense): Upon determined guilt, the guilty is taken to a temple of the arresting Sheriff’s choosing and made to kneel before the altar or altars of the temple and forced to recant their actions. Loudly. In the name of the god the temple is sanctioned to. One quarter of their coin donated to the temple.
Moderate (Multiple items or second offenses): A priest is called forth and the offender is cursed (by spell) and then exiled to the Underdark. Their crimes against the gods and sanctity of natural order displayed for all to see.
Severe (Full knowledge of multiple items, many offenses, history of creation, use, sale, etc.): All coin on the offender is donated to the Ilmatari and the offender exiled into the rift where their body will be rent asunder as so many souls have been. Failing that, they will be exiled into the South district or otherwise publicly executed.
To assist the Sheriffs in their search for such contraband, random searches can and will be made. This is considered a lawful and reasonable order. Failure to submit to search will be treated and charged as disobeying a peace official. No one outside of the Sheriffs is exempt from such an order and compliance will be expected.
