Blood Casters

not sure if this is the place for this, or if it has already been answered(i could not find what i needed, but i may have not have used the right words in the search)
I know that Sorc's are blood casters, but where do bards fall in? i always assumed (perhaps erroniously) that they were not that, but used music and dance and fun stuff to access the weaves. I would not mind finding out what the official rule or consensious is on this (DM's have the final say of course).
are bards concidered blood casters?

I think they are, yes. But I can't be sure. They certainly seem less infamous than sorcerors though.

No. They're not. Sorcerers are born with magical capabilities in their blood, which will eventually show itself at some point in their lives. Hence the "bloodcaster". Bards are different, for music in FR has the potential for magic, so anyone skilled and influential enough can become a bard.

Now I know that CoA is far from cannon - and this is by no means meant to trump anything a DM may say, but it may help clear some things up for you

I'm assuming there are exceptions, which is why bard is an acceptable pre-req for RDD.

The RDD doesn't make bards an exception. Your logic is faulty. If some boggins are hobbits, that doesn't mean all hobbits are boggins, or that the presence of boggin-hobbit hybrids demonstrates that hobbits are a special form of boggin.
