If you think Vetinari is a villain, I don't think you understand him at all. He's pretty much the perfect picture of a neutral character; he will do whatever it takes to look after his City. Nothing else matters.
He is, of course, incredibly awesome as a character.As for one of my favourites, The Master (Doctor Who) as played by Roger Delgado.

Either way, one of the most awesomenest characters ever on television, be it premium or otherwise.

To an extent I do agree with you. While in the end he was no longer he was no longer the antagonist, he was a villain.
Much like Michael Corleone, Tony Montana and Tony Soprano.

I don't really think of him as a villian to be honest. LE yes, but his main objectives are to keep the city running and keep in power. I think there a great line (said by Vimes if I remember) that the city shouldn't work but it does, and it does mostly due to Vetinari.

I would place Havelock as LN, personally. He finds being a tyrant to be distasteful and only uses that authority when absolutely necessary. He doesn't have people killed/imprisoned/whatever without fair cause (except mimes, but I think we can all agree on that one). And every single thing he does is for the betterment of the city. He's certainly not in it for the personal power, glory or riches … he genuinely wants to make Ankh-Morpork a better place.
And he's succeeding.
