DR enemies and Fear enemies mixed

Werewolf Packmasters, Werewolf Packhunters, and Werewolf Whelps all have DR, and are mixed with Gray Wolves, which are a spawn that have a fear aura. Due to the Grey Wolf being a neutral enemy type, Protection from Evil/Protection from Good do not work against the fear aura.Which leaves us with spawns that are DR heavy mixed with fear spamming, since most of the spawns are 2-4 werewolves mixed with 2-4 gray wolf and other wolfie-funfun spawns.
I think the Dark Valley portion of this quest just needs a revision. It is the hardest section and there are no rewards on this 5 part quest. it is part 3 of 5 parts.

Should be a chance of a chest spawn for every area, with a 100% chest spawn chance at the last area.

Would removing the grey wolves resolve the issue?

Pretty sure Clarity worked against the fear howl last time I tried it.Sorry, ignore that, clarity doesn't protect from fear howl. I must have got lucky on the roll.Don't remember finding a chest in this part of the quest though, done several runs of it with different group sizes.

I think this is a case where having remove fear wands would be a wise investment.
I also believe we have a protection from neutrality spell?
What is the DC on the fear howl?

The fear is low, 11dc I think and I am not suggesting it gets removed, only that with our emphasis back to mundane weapons being the norm, mixing DR enemies with Fear enemies is a bad thing. If you get feared and somehow survive, you are still likely to die.

No, it's a huge quest with lots of different enemies. Werewolves appears twice
