This is very fuzzy to me. It was sometime during Raghat's racket that a group of PCs took this up. It was parallel to the Tyche temple / mage guild tussle and the invasion of the slums, that some PCs did not like Maleen's takeover and sought out an NPC…somewhere..to plead for Algarn's help. He was cautious, so they came up with the idea of making Maleen into some kind of evil monster for him.
I really liked that idea (not to mention the consequences) so I ran with that.
Let me be straight though, I never thought (at first) that it would devolve into what it did. Even getting the Shadovar involved was a group's (a different one's) idea. I /think/ it was either Tomppa or Petey512 that approached them for help, saying they could help with the destabilization and get Melegaunt access to the ruins. He gave them some stuff to do, which I don't think they ever did, but then other shit got in the way. After having told the NPCs of the situation with Maleen and Algarn, the Shade NPCs couldn't just ignore something so fortuitous for them.
Even after that, though, I was expecting PCs would accept Shade's offer of suzerainty so they could keep the status quo. (Shade really did not care about Arabel at all, but Melegaunt would have upheld autonomous rule if he got his ruins). They didn't. Of course, Cormyr wasn't going to let the Prince poke around, so there was a slight altercation. Again, I totally did not expect PCs to assassinate Melegaunt (!).
After that, logically speaking, there was no question that the Emperor was going to get involved, I mean, dude, you can't ignore the death of a Prince.

The Tychean church took a neutral stance during the civil war but secretly, my official Luckbringer pushed for more church influence by giving the Watch and Thune a bad name and Moira used several evil PCs to plant evidence, assassinate Thune and create a new church sponsored Watch that would merge with the Mage Guild and together become the sole rulers of Arabel.
That was the side everyone saw. Behind closed doors, I lead the Tycheans in a pseudo treaty with the MG and together we would side with the Red Harts and, with the influence of the people, become the official faith of Arabel and push out all others.
But really, Moira had no intention of sharing power with the Mage Guild. So Moira and House Caernt hatched a plan to assassinate Aldek once and for all.
We were well aware that certain PCs and factions were going to attack Maleen in his tower. The Tycheans took no official stance on this, but secretly, Moira joined with House Caernt (golw) and once the guards were dealt with in the initial attack, we ran up the tower and found a weakened Aldek trying hard too maintain the wards keeping out the Red Harts.
Caernt attacked Aldek and I (Moira) dealt with some of the apprentices. Little did I know, once Caernt was defeated by Aldek, the mage had 3 HP left. Moira had a split second to deal one last attack but hesitated and was killed.
During the war, Moira was so desperate to dethrone Thune and the Watch that she sided with the Slums and Rahgat against them and pushed the message that Rahgat was for the People and the Watch was bad. Thune, of course, preached that the Tycheans were evil and betrayed Arabel but the church influence was too strong and the majority never believed him.

That fight lasted a long time considering the opposition. -

No no. The dumb thing was that I DIDNT dualwield. I went Bastardsword + shield. Dumb fucking move that one.
