I think exploring the server is the best way to find quests.
I was in a new area earlier today, and found a new quest. Well. New to me – I bet it's been there ages, just waiting for my PC. The best part? She's the right level for it.
Now, in fairness, my PC is currently a ranger, so she's supposed to be farting around in the wilds, and I know most PCs are, well, not. I think it's their shoes. Anyway!
I suspect that if you wanted to, you make a character that never leaves the city and still have a varied questing experience, but let's assume that you've checked out the local businesses, spoken with the locals and trundled through the sewers a bit, and now you want to get outside.
This can be easily accomplished! Consider: wizards seek reagents, rogues seek treasure, bards seek stories, fighters seek trophies, paladins seek stuff to smite, clerics seek to show off their gods. I know it's stereotyping, but you've got your own PC, so come up with his or her own reason for getting off the cobblestones. My point is, make up a reason! Call the trip an "expedition" or "fact-finding mission," advertise the need for wilderness expertise and stress that the party should come prepared for several days away from the city.

There are roughly 120 quests available IG :) People just don't know them all
-
check NPC descriptions. Most of them say the lvl range of their quest. Good way to find quest givers. Then talk to them to see what's it about!
-
just some of those listed I have never done in 10 years, mostly the high level ones or middle of nowhere
-
There is indeed a vast number of quests I have never done, the thing is… no one knows where to find them and whatever clues have been put in have not given me enough information to find them... I'm still looking though!
-
It's also pretty hard to get a party together.
-
Honestly, if I had to guess, I would say I've probably tried close to 70. There's a lot, there just might only be a very specific amount of a certain level range. There may be a few more that aren't done as often, likely because, y'know, they're forever away.
-
I don't know how many of the quests from the underdark in V3 and V4 made it into V5 since I have yet to explore but a lot of them were fun, especially the assassination mission. :)

If you do not have the proper party size that meets the all the quest requirements "talking" to them sometimes yields little information other than "Get some others together, I have a task" more or less.
I haven't logged in for a while, but when I do next I will try to get a list of these.
