Okay…...My stupid mistake. I wanted to make a necromancer that would animate the dead and cause the law to go nuts with her....I looked up the spell and saw caster level 5. "So thought Hey only level 5." So I went with the idea.....Got to level 5 could not learn the spell. Stupid me over the years forgot it meant circle 5 at level 9. So my plans has been spoiled with what I was hoping. And me getting that high is very very slim.
So I will either abandon her for something else.
Or I can redo her as a cleric so I can get it at level 5.
Or is it possible DMs I can app for it early?Let me know guys.

Necromancer Wizards with SF and GSF Necromancy can summon using the Summon Creature spell ghosts and the likes. They can also use various reagents to accomplish that.

Though Wizards get Animate Undead Spell at circle level 5 (9th char level). On the other hand Clerics get access to that spell when they open 3rd circle spells.

Uhm, I think the "law" won't go nuts with her.
As soon as you are caught in the act of animating a dead body, thus creating the undead, the most nefarious act a living being can do, the law won't go nuts. You'll be hunted down, prosecuted and executed - most likely - as it has happened to other necromancers before you.
I once played an expert necromancer who never animated anything with the animate dead spell (anything that I remember, I mean) but was believed to be a full necromancer.
Lately the city has seen a few necromancers active who have been ruthelessly pursued and killed due to the fact that they raised the undead.
So I guess, if you want to pursue the path of the "necromancer-non-animator" you can do it, but if you plan to raise the dead you should expect to do it outside the law.Having said that, I don't believe mechanics should stop you pursuing your goal, if you are consistent with the character you can use the summon monster spell with the appropriate reagents to summon ghosts, get a shadow as "animal companion", you can buy a wand of animate dead (can you? I am not sure) or you could simply perform rituals and try to animate dead (of course a strong divine link might be pursued in the form of an undead-loving entity) and see what DMs throw at you.

Given that there's a lot of vigilantism going around, with evil characters not often given a second chance, death is very likely swift and painless if she does get caught in the act.
That being said, there are many ways to pursue what you seek without needing to reach lvl 9 with her, and I for one would hate to see the character simply abandoned.

Wizards make powerful necromancers, in addition to their other assortment of spells. There are trinkets and books that allow you to animate dead in the game, just go find them. Basing a concept around animate dead may be fun at first, but will keep you limited and alone unless you have strong allies.

Its worth noting that with GSF you can use summon monster to summon undead.
Also there are a lot of hidden custom spells introduced to coa since you've been gone, if you experiment with reagents and spells you might be able to find a few new necromancy spells, some that animate dead before level 9 even?
