12pm means midday.
I suggest using the 24 hour clock, stating midday/midnight (if it's 12 o' clock) or linking that world clock website for these announcements.
Edit: Huh, actually there's no standards established for the meaning of either. Either can be midday or midnight. Saying 12 midday or 12 midnight works but then you don't know which day it's supposed to be (i.e Monday 12 midnight could be the beginning of Monday (0:00 on 24hr clock) or beginning of Tuesday (24:00 on 24hr clock)).

12PM can't be midday, given that 1 pm is the hour after midday, and 12 can't come before 1, obviously.
Yes, 24 hour clock (with 24:00 and 00.00 being the same time, that is, midnight) is the easiest to translate into other time).

12pm is usually said to be midday since it's the first hour of the afternoon. 12am is translated to 0am so it's seen as midnight and the first hour of the new day.

I'm having trouble telling Thursday from Tuesday, or spelling them, for that matter. (Hence the capital letters, I needed auto-correction for both. Why does it force capitals, btw? )
And the whole am-pm thing is just weird, and that 12pm is actually midday is reason enough never to bother speaking english again.
Come, learn hungarian! We have nice, logical system for everything, we don't get confused often, as our words usually mean one or maximum two things at a time, unlike in english, where every word must have a number of meanings given by the following formula.
number of meanings = 100/number of characters in the word

Zool is the best. I was actually looking for that specific website, having used it before, but couldn't remember what it was called nor where to find it.
Also, doesn't matter much wether it's 00.00 or 12.00, one is 3am (sleepy time) and the other is 3pm (worky time). :(
