With regards to this announcement.
Please keep it civil, I am no forum expert, but I do know where the ban button is.

I foresee difficulty with equipment trickling down. Will level requirements be placed on items, or, be tied to the first player who dons them?

I love the idea and I'm really exited that the DMs have decided to implement it. I don't have any relevant input with respect to new items or spell adjustments as I'm not well-informed of all the nuances of CoA.
My only concern pertains to PvP and limitations on character intrigue and plot-progression. I can see how a character with big plans and IC power/authority would be hesitant to follow through if he thinks he doesn't have the OOC/game-stats to back them up. Would there be a restriction put in place to help "level the field" when it comes to PvP interactions? Currently, a Lv3 character getting beat by a Lv5 character is one thing–and with luck, the Lv3 might just win, but a Lv5 against a Lv15 is suicide--even if the IC influence of the lower-level character (leader of a strong player-faction with NPC sponsorship, for example) SHOULD be greater than the high-level (a goal-lite mercenary who does nothing but quests and levels with no significant RP/intrigue influence) one.

Also, will the Fugue respawn penalties be reduced to help facilitate a gradual progression towards the middle and higher levels?

Respawn would be looked at, but it would be extremely harsh at high levels
As for pvp, if you have the kind of influence that can protect you, then high level should be scared of your contacts annihilating them if they take you out, so it kind of self polices itself

I have to say I was more or less expecting this, in particular considering the items that are for sale in the Underdark.
At the beginning I was thinking that stuff like +10 hide -1 reflex cloak or the bracers of natural armor +3 - 1 fort, were a bit too powerful (in particular with prices lower than 2k!) even if you had to run some risk to get to the merchant. Then I realized that this can be consdiered as some kind of "equalizing equipment" and everything clicks into place.
With the proposed level increase I am all for it. Finally we raise the ante!

I write this with utmost disgust. I have been against this new policy from day one and I tried for months to convince the team that this would be Arabel demise - I failed.
I am making it formal that I am stepping down the DM Team and joining forces with a different server that I wasn't allowed to advertise here.I sincerely hope Arabel lives through this new plague made by obnoxious DMs that never considered what we truly love about this server.

Soft cap will be 20-21, but it will be very hard to get that high due to the XP system. We've tweaked it considerably in testing, most general players can expect to reach level 18 though.

I have to say I'm extremely sceptical about this decision.
Low levels have always been a trademark of Arabel and one of the reasons so many people like it.
It brings a healthy balance between adventure-driven and roleplay-driven players. Yes you could get to level 8 in two days, but you'd still feel threatened by a group of lvl 5's. Now some players would just ace to level 20 in few weeks and start pwning.

Only to a very small extent.
I don't expect DMs to be willing to revenge-kill PCs for annihilating lowbies unless those were some kind of super important app characters.Second problem I see is that with current number of players it will become very hard to find a random group for questing. When level range is 1-9 you can find some stuff to do almost with everybody. When it's 1-20+… You got my drift.
I can't see any upsides intrigue-wise and even adventure-wise in this change though. Those who do, please elaborate.
I also don't think DiaboSatan's remark warranted a permaban. But that's probably none of my business.

Ordinarily I'd agree with this statement, but considering that the CoA player-base is pretty much stable–most, if not all, of our regular players are used to a certain level of RP interaction. While it's something worth keeping an eye on, I don't think our play styles are likely to change just because we are able to earn and retain higher levels easier.

I'd like to say I have that much faith in my friends and gamers in my own town, let alone folks thousands of miles away. It's the temptation. The temptation to send a level 15 on a killing spree through town, or to strong arm the whole of the citadel to serve their will. How many lowbies does it take to stop something like that? Unless we are going to allow apps for high level defenders of the citadel, I see this causing issues not because our player base is childish or incapable of handling, but because a CE barbarian -would- be that dangerous.

That's why DMs should be present for PvP. Chaotic Evil or not, a player that goes on a killing spree all over the place without a DM and some awesome RP to lead up to it would undoubtedly be punished by the DM team. That and probably a rollback to repair the damage >_>
