Anyone know much about cellphone signals?

Long story short, I live in a small crap town that very recently -just- got 3G for the first time.
My buddy and I are both on ATT. He has a Samsung Galaxy 2, I have an HTC Inspire. Both are 4G phones.Standing right next to me, his phone's 4G light is lit up, and his download speeds are 2700+ kbps (2.7 mbps).
Using the same speed test application, my speed is barely 500 kbps (0.5 mbps) and only on a "3G" network.I even called ATT and they verified the closest 4G city is 240 miles from me.
How is this possible? Thoughts? I'm bamboozled to say the least.

The Samsung is dual core with a faster CPU speed and what the following means is really not up my alley but I'll post it anyways:
The HTC is rated a HSDPA 14.4 Mbit/s, HSUPA 2 Mbit/s, UMTS, EDGE device
Samsung is a HSDPA+ (4G) 21.1 Mbit/s, HSPA (unspecified), HSUPA 5.76 Mbit/s, UMTS, EDGE rated deviceI assumed since they were both EDGE devices capable of speeds above 3G output they would run the same on a 3G network, but maybe there's more at work.
Search for faster 3G hacks for your phone. There are ways to change some proxy and port settings for 3G that vastly improve speeds:

I'm no expert and won't vouch for this, but it seems like Android phone settings that some carriers use for some phones can really gimp speeds. It may be intentional, may be just bad planning.
I try not to root my phones anymore, but if you really rely on your phone for a lot of your connectivity and want your Android work well, get to learning about rooting it. It will let you get rid of all the awful software that comes pre-loaded on the phone as well, along with a bunch of other performance improvements you can make.
There you go- two unverified and vague guesses from someone who nearly bricked the last phone he rooted.

Hmm. I don't really need fast data speeds, I just found it odd that his device claimed it was on 4G and was getting hellacious speeds compared to my HTC Inspire, but maybe the Inspire is just a wang.

Nah, I made sure to disable both our WiFi when testing.
